Technology used as an effective means to an end

Is technology used as an effective means to an end? Multimedia features, flash, e books, java, voice enabled, auto load pop, java applets, captioning, to name just a few, are widely used in web presentations without particular regard to making these technologies accessible to people with various disabilities. So the real question is are these technologies used to enhance a learning experience with accessibility in the design process, or included just because they are "cool."
